EU AI Act Compliance Statement

This statement describes how Doomscroll.FM — an automated, AI-generated satirical broadcast channel operated by Creative Mayhem UG — complies with the EU Artificial Intelligence Act (Regulation (EU) 2024/1689, “AI Act”).
1. What Doomscroll.FM is
Doomscroll.FM ingests publicly available news content from RSS feeds, summarises and reinterprets it through a generative AI pipeline, and publishes the resulting audio and video as satirical commentary across YouTube, Spotify, SoundCloud, Apple Podcasts, RSS.com, Telegram, Instagram, X, and (intermittently) Facebook.
The output is a fictional skeletal AI news anchor (“Doomscroll”) and fictional ‘random people’, delivering surreal monologues over AI-generated music. Every aspect of the broadcast — the voices, the script, the music, the visuals — are synthetically generated. No real persons are portrayed; no real events are reported as fact. The work is satirical in nature.
2. Risk classification
Doomscroll.FM is not a high-risk AI system under Annex III of the AI Act. It performs no biometric identification, no decision-making affecting rights or access to services, no profiling, no critical-infrastructure function, no employment screening, no law-enforcement activity, and no assessment of natural persons.
Doomscroll.FM is a deployer of general-purpose AI (GPAI) systems for the purpose of producing AI-generated audio, video, and text content for public distribution. As a deployer (not a provider of the underlying models), Creative Mayhem UG's obligations under the Act are principally those set out in Article 50 (transparency obligations for AI-generated content).
3. Models used in the pipeline
- Text generation (primary): Qwen3 8B Instruct, run locally on Creative Mayhem UG’s own infrastructure. No data leaves the controller’s environment during primary operation.
- Text generation (overflow fallback): OpenAI’s GPT-3.5 API, used only when local inference capacity is saturated. Operates under OpenAI’s Data Processing Agreement and Standard Contractual Clauses for international transfers.
- Audio / voice synthesis, music generation, and visual generation: local open-weight models.
Obligations applicable to GPAI model providers (AI Act Articles 51–55, including technical documentation, training-data summary, systemic-risk assessment) rest with the providers of the underlying models, not with Doomscroll.FM as a downstream deployer.
4. Transparency obligations (Article 50)
Article 50 of the AI Act requires that natural persons be clearly informed when content is generated or manipulated by AI. Doomscroll.FM exceeds the Act’s minimum requirements through the following measures:
- Machine-readable provenance (Art. 50(2)): all published audio and video outputs are signed using the C2PA content-credentials standard, permitting automated verification that the content is AI-generated.
- Visible on-screen marking: every video carries a persistent visible symbol indicating AI origin.
- Textual disclosure (Art. 50(4)): every title, description, thumbnail, caption, and platform-level AI-content flag (YouTube synthetic-content toggle, Meta AI Info, X’s self-label) declares the content as AI-generated.
- In-content disclosure: the Doomscroll character self-identifies as AI approximately every two minutes within each broadcast, and explicitly mocks any listener inclined to mistake the content for real reporting.
- “NOT REAL EVENTS” disclaimer is embedded in all public-facing metadata.
5. Artistic, creative, and satirical use
Article 50(4), second subparagraph, provides that the deep-fake disclosure obligation does not apply where content is part of an evidently artistic, creative, satirical, fictional, or analogous work, provided that the disclosure does not hamper the display or enjoyment of the work. Doomscroll.FM’s nature as satirical fiction is evident from its framing, premise, and explicit labelling; nonetheless, and independently of this exemption, Doomscroll.FM makes a full AI-origin disclosure in every published unit of content.
6. Intended use and prohibited practices
Doomscroll.FM is intended solely for satirical, artistic, and commentary purposes. It is not intended to be used, and may not be relied upon, for:
- real news, journalism, factual reporting, or factual claims about real persons or events;
- financial, legal, medical, safety-critical, or other advisory purposes;
- profiling, rating, or making decisions affecting any natural person;
- any of the practices prohibited under Article 5 of the AI Act (subliminal manipulation, exploitation of vulnerabilities, social scoring, untargeted scraping of facial imagery, biometric categorisation, emotion recognition in defined contexts, real-time remote biometric identification in publicly accessible spaces for law enforcement).
7. Human oversight and editorial control
Creative Mayhem UG exercises editorial oversight over the Doomscroll.FM pipeline. Operational controls include:
- a correction and takedown workflow (see Section 8);
- the ability to remove individual published artefacts from all first-party platforms where Doomscroll.FM maintains an account;
- the ability to pause the pipeline.
Third-party redistributions (re-uploads, clips, downstream remixes) are outside the controller’s technical control.
8. Complaints, corrections, and takedown
Requests concerning specific published content — including requests from identifiable individuals who appear in a broadcast — should be sent to privacy@doomscroll.fm. Creative Mayhem UG will acknowledge and action valid requests without undue delay and in any event within the one-month period prescribed by Article 12(3) GDPR; in practice, response and removal typically occur much sooner.
9. Data handling
See the Privacy Policy for a full account of what data is processed, on what lawful basis, and for how long it is retained. In summary: Doomscroll.FM processes publicly available news content; it does not maintain user accounts, does not collect behavioural telemetry, does not target advertising, and does not process biometric or special-category personal data.
10. Limitations of this statement
This statement describes Creative Mayhem UG’s good-faith interpretation of the AI Act’s obligations as they apply to Doomscroll.FM and the measures taken to meet them. It does not constitute legal advice, a legal guarantee of compliance, nor a waiver of any rights or defences available under applicable law. The Act’s secondary legislation, guidance, and case law continue to develop; this page will be updated as those developments require.
